water-filled quarry at Halibut Point State Park, Rockport

On October 19th the MA Dept. of Environmental Protection ruled that Granite Rail Quarry in the Blue Hills Reservation in Quincy is a "public health emergency," even though the quarry has been a public park since 1984.    The decision shields the MDC's proposal to fill the quarry with 800,000 tons of Big Dig dirt from mandated environmental reviews.
