Dear Dorothy C. Kelly:

I have enclosed a copy of the filing that you have signed objecting to the filling of Granite Rail Quarry. When you signed this document, you may not have been aware of the impact of your action.

Granite Rail, as you may know, was drained by the MDC in their effort to locate the Hammond girl, who was supposed to have been placed in the quarry after her death. After an exhaustive search, she was never found, but rather the drained quarry exposed mountains of rubbish, old cars and all sorts of dangerous debris. DEP has determined that in order to properly protect the environment, protect the watershed and the waterways into which it drains, this 'landfill' must be properly capped.

The quarry is now empty, except for the little rainwater collected at the bottom. The community has a 'once in a lifetime' opportunity to fill this quarry with the excavate from the 'Big Dig', the same material that is being placed on the 400-acres of the Quincy and Milton landfill sites.

These landfills are being capped with this material and this land converted into a recreation area that will last forever. Swingles Quarry has been filled and is being converted to a park. When Granite Rail is filled, the hazards of the past generations will be eliminated.

You are well aware of the twenty-three people whose lives have been lost in the quarry. It is a miracle, judging from the debris uncovered, that more people have not lost their lives. It is imperative that we eliminate this temptation from another generation of young people.

Your objection to filling the quarry will delay the project and the fill from the Big Dig will be shipped elsewhere and the opportunity lost. Please review the document attached and judge whether this represents your point of view. The environment will be protected and the entire area improved and lives saved as a result of this project. If you agree, please sign the following and return it to me in the envelope enclosed.
 
To Whom It May Concern:

When I signed the Appeal to the Quincy Conservation Commissions Order of Conditions, File No. 59-0772, having to do with the filling of Granite Rail Quarry, I was misinformed and did not realize the impact of my signature.

I retract my objection to this project and whole-heartedly endorse the filling of Granite Rail Quarry to stop the deaths, which have been going on for so many years. I am confident that the engineering program established by the Jacobs/Sverdrup Company and the supervision of the Massachusetts Department of Environmental Protection Agency, will be adequate to protect the environmental issues connected with this project.
