The
MA Dept. of Environmental Protection
has approved Quarry Hills Associates' request to be released from
its obligation to cover the Big Dig excavate it piled on the former
Milton landfill with 8" of loam or topsoil. DEP now says QHA
must add some "amendments" every year, and that the the
result will be reviewed after five years.
DEP has also conceded that QHA may use a blend of
paper mill pulp and sewage sludge in place of the required topsoil
throughout the golf course project. Instead of having to pay
for topsoil, QHA will be paid to spread the pulp/sludge mix.
