The variance awarded to MWRA by the MA Dept. of Environmental Protection in November, 2003 for the Blue Hills Covered Storage Project violates the commonweath's "no net loss of wetlands" policy because it allows the filling of 8.7 acres of protected wetlands without any requirement to create or protect wetlands comparable to those that will be eliminated. Frequent citations of this policy by FBH, the Boston GLOBE, and others have prompted requests from various parties to produce it. Accordingly, here is its original formulation dating from the Dukakis administration in 1990, plus a more recent affirmation from 2003.
